Announcements: new daylight saving time and time zone changes in Windows posted

A few updates and notifications on the DST and TZ web site… (thanks, Lourdes!)

Windows Hotfix Now Available for Brazil 2008-2009 Daylight Savings Time changes: The government of Brazil announced a change in the observance of daylight saving time in the country. According to the details in the Ministry’s Decree number 6558 of September 8, 2008, DST will start the third Sunday of October and then end generally on the third Sunday of February of the following year.  As confirmed on Brazil’s Ministry of Energy web site, the Electric Power Sector Monitoring Committee (the Comitê de Monitoramento do Setor Elétrico, or CMSE) set the new dates for DST, which will begin on October 19, 2008, and end on February 15, 2009.

Microsoft has created upon request, out of band release packages for Windows Vista, Windows Server 2008, Windows XP and Windows Server 2003 for the Brazil DST update, Knowledge Base Article 957201, “A hotfix is available to update the “(GMT-3:00) Brasilia” time zone and the “(GMT-4:00) Manaus” time zone for 2008 through 2009 in Windows XP, Windows Server 2003, Windows Vista and Windows Server 2008.”  Click here to view and request hotfix downloads.

Guidance for Mauritius on Upcoming Daylight Saving Time Implementation for 2008-2009:  As noted at http://www.afrol.com/articles/29955 on July 23, 2008 and in L’Express newspaper,  the government of Mauritius has decided to adopt Summer Time (as it’s known in Europe, aka daylight saving time) in the island nation of over 1 million.   According to published government announcements, the country will begin recognizing Summer Time in October of this year. Official reports note that DST will begin on October 26, 2008 and end on March 27, 2009.

The steps provided in this bulletin were created to mitigate the impacts that the daylight saving time implementation for customers in Mauritius. These are the impacts primarily anticipated at the time this document was written, and the effects that customers may face are not restricted to them.

The suggested actions on this bulletin may require additional testing. Therefore, if you are not severely affected by the DST changes in Mauritius by using the workaround above, we recommend that you wait for the next DST cumulative update that will likely contain the updates for Mauritius.

Advisory: Information on daylight saving time changes for Mauritius and Egypt in 2008

As noted at http://www.afrol.com/articles/29955 on July 23, 2008 and in L’Express newspaper, the government of Mauritius has decided to adopt Summer Time (as it’s known in Europe, aka daylight saving time) in the island nation of over 1 million.   According to published government announcements, the country will begin recognizing Summer Time in October of this year. What time is it Down Under? Daylight Saving Time comes to much of Australia on October 5

A quick quick Tweet as the Register’s James Sherwood reports that the Daylight savings shift to cause phone havoc Down Under (that’s Australia…):

“Unsuspecting Aussies could be in for a spot of time travel this weekend, because Australian network operator Telstra has warned that some Down Under phones won’t support the country’s upcoming daylight savings time adjustment.”

Well, if you read this blog and visit our sites, you’re likely prepared for this change.

As noted here, on October 5th, much of Australia — Eastern (New South Wales, Victoria, Australian Capital Territory and Tasmania) and Central (South Australia) time zones — will begin daylight saving time. The Australia Eastern & Central 2008 Daylight Saving Changes page and the official Australian Government Time web site provide more information to prepare and educate end users and businesses on the changes in Australia. 

Daylight Saving Time is observed in New South Wales, Victoria, South Australia, Tasmania, and the Australian Capital Territory and has been synchronised across these states. Western Australia began a three year trial of daylight saving on 3 December 2006. Queensland and the Northern Territory do not observe daylight saving.

Across the south-eastern states and the ACT, daylight saving for future summers begins at 2am Eastern Standard Time on the first Sunday in October and ends at 2am Eastern Standard Time (3am summer time) on the first Sunday in April.

So, what do you need to do?  Nothing, most likely if you have installed the cumulative update for Windows OS in December 2007 from late last year (or the latest cumulative update from August 2008) – these updates include the revisions for…

Central Australia Standard Time
Australia Eastern Standard Time
Tasmania Standard Time
Adjusts DST start times and end times for these time zones so that they start and end on the same day. This was changed after the prior cumulative time zone update was created (August 2007).

Such changes can have a significant impact on business performance if not dealt with proactively.  As we note on the Australian site above, impacts can range from the incorrect time displayed on a clock to calendaring problems. So far, no changes to daylight saving time in Japan, Russia or South Korea

Clip art from Office OnlineA quick note on a quick my Tweet, as I’ve seen increased chatter over the last week on questions surrounding daylight saving time and time zone changes in Japan, South Korea and Russia.

No matter how bad it appears it could always be worse.  I mean, we could see a number our countries decide to implement daylight saving time come December 31, 2008.

Not that we will (hopefully).

Over the past few weeks, I heard that some officials in Japan were again considering DST.  As you may know, Japan is one of a few countries in the northern hemisphere that does not implement daylight saving time or summer time. Prior to his resignation, the previous Prime Minister (Fukuda) expressed an interest in implementing daylight saving time in 2010. And there are reports of some Japanese citizens in Hokkaido follow an optional, unofficial daylight saving time schedule (aka “summertime system”).

If it wasn’t confusing enough already.  As you may recall, the occasional changes to DST and time zones around the world can have worldwide impacts.

I think that such new reports cause some some of the confusion internationally. A recent news article in Chosun Ilbo by columnist Kim Dong-seop certainly calls this to attention, noting talks between officials from South Korea and Japan on a Joint Daylight Saving Plan.  Perhaps by some of the perception challenges that one would have to overcome…

“Korean labor circles are opposed to summer time on the grounds that it will only prolong working hours since Korean corporate culture makes it hard to leave work and go home on time.

“In May, the Japanese Society of Sleep published a report asserting that the introduction of daylight saving time would increase depression and suicide, causing economic loss worth 1.2 trillion yen (W932 per 100 yen).”

So far, from what we know, neither Japan nor South Korea has any concrete plans to adopt DST.  Neither has Russia, even in light of the news from the same above article…

“Meanwhile, the Russian Parliament is considering abolishing daylight saving after the system was seen to increase cases of acute myocardial infarction and suicide among workers.”

Ouch.  I have heard that the government there has so far decided not to make any changes to DST/summer time in the country.  From what I have been told, this has been discussed by the Russian parliament many times over the past several years, but no changes have been made.
